ARK Invest launched its first defined outcome fund, the ARK DIET Q4 Buffer ETF

, tied to its flagship ARKK innovation strategy. It offers about 50% downside reduction with 50-80% upside participation beyond a 5% hurdle.

BlackRock joined the outcome trend, launching STEN

, the first in its new iShares Large Cap 10% Target Buffer ETF series tied to the S&P 500.

Fixed Income and Conversions

Vanguard expanded its fixed income suite with a trio of US Treasury UCITS ETFs, while F/m Investments rolled out ZMUN

In a significant move, J.P. Morgan converted its $1.3 billion Unconstrained Debt Fund into the JPMorgan Flexible Debt ETF

Fund Updates

Roundhill renamed the Roundhill China Dragons ETF (DRAG) to the Roundhill China Magnificent Seven ETF (MAGC), tightening its focus to a fixed basket of seven top Chinese companies.

The Innovator Deepwater Frontier Tech ETF will transition to an active strategy on Nov 28, 2025, with Deepwater Asset Management, including Gene Munster, added as sub-adviser.

The Roundhill Video Games ETF (NERD) will transfer its primary listing to Cboe, effective Oct. 1.

Closures

Direxion will liquidate three ETFs—EVAV, WFH and XXCH—with trading halting on October 23, 2025, due to insufficient assets.

Leveraged and Thematic Plays Dominate

Defiance and Leverage Shares filed for a combined 63 new leveraged ETFs. Defiance's 49 filings are for 3X Daily Target ETFs on single stocks and themes like NVDA, TSLA, and BTC. Leverage Shares filed for 14 3X Long ETFs on tech giants and multiple 2X Daily Leveraged ETFs.

REX Shares and Osprey Funds filed for 21 new crypto ETFs covering major altcoins like AAVE, LINK, and UNI, with many including staking features.

GraniteShares plans 23 new YieldBOOST Single-Stock ETFs targeting names like ADBE and GOOGL, aiming to generate double the income via options on 2x leveraged ETFs of the underlying stocks.

Strategic and Fixed Income Expansion

JPMorgan filed for a flexible Opportunistic Credit ETF that will span public and private credit markets, including distressed debt.

Global X filed for six Zero Coupon Bond ETFs (Treasury STRIPS) maturing from 2030 to 2035, each liquidating near its target date.

Bitwise plans a Currency Debasement ETF targeting assets like precious metals and bitcoin that may benefit from inflation or weak monetary policy.

Man Group filed for two active ETFs: a Dual-Strategy Trend-Following and Equity ETF and an Active Emerging Markets Equity ETF that can take both long and short positions.

Ecosystem

SEC Streamlines Crypto ETF Approvals

The SEC asked issuers to withdraw individual 19b-4 filings for altcoin ETFs, replacing them with new generic listing standards. This move aims to speed up future crypto ETF launches by removing case-by-case approvals.

Texas Stock Exchange Gains SEC Approval
The Texas Stock Exchange (TXSE) received SEC approval to operate as a national securities exchange, becoming the first new fully integrated exchange approved in decades.
